Executive Summary

Responsive Search Ads (RSAs) are the only search ad format advertisers can build in Google Ads as of August 2026. Expanded text ads were sunset on 30 June 2022 and cannot be created or edited. Every standard search text ad you write today is an RSA, which means mastering the format is no longer optional — it is the baseline requirement for competent search advertising.[10][16]

Before diving into the detail, the following principles should anchor every decision you make about RSAs:

  • Supply diversity, not volume for its own sake. Filling all 15 headlines and 4 descriptions matters only if those assets are genuinely distinct. Padding with near-duplicate lines to chase an Excellent Ad Strength rating is counterproductive.[9][11]
  • Ad Strength is a diagnostic, not a ranking signal. It does not affect Ad Rank, Quality Score or auction eligibility. Good is the practical target; do not sacrifice message quality chasing Excellent.[9][10]
  • Pin sparingly and strategically. Pinning reduces the combinations Google can test. Use it only where a message must always appear — legal disclaimers, regulated claims, brand names — and pin two to three unique variants per pinned position so the system retains some flexibility.[4][6][12]
  • Run at least two RSAs per ad group, each with a unique final URL and Good or Excellent Ad Strength. This gives Google enough creative variation to learn from.[7][10]
  • AI Max for Search is the direction Google is pushing in 2026, but it is not a mandatory upgrade to apply blindly. Test it with brand-safe controls. The full suite reports around 7% more conversions or conversion value at a similar CPA/ROAS, but results vary by account maturity and site architecture.[1][6]

How Responsive Search Ads Work

An RSA is a modular ad unit. Rather than writing one fixed combination of headlines and body copy, you supply a library of up to 15 headlines and up to 4 descriptions. Google’s machine learning then assembles combinations of up to 3 headlines and 2 descriptions in real time, selecting the mix it predicts will perform best for each individual search query, user context and auction signal.[4][9][10]

This assembly process means a single RSA can theoretically generate tens of thousands of distinct combinations. In practice, Google learns which combinations work and serves them more often, while retiring lower-performing mixes. The system evaluates signals including the user’s search term, device, location, time of day, and prior behaviour, then matches those signals against your asset library to compose the most relevant ad for that impression.[4][9]

The ad also includes a display URL, built from your domain plus two optional path fields. Each path field accepts up to 15 characters. These paths are visible in the ad but do not need to correspond to an actual subdirectory on your site — they are a user-facing descriptor of the landing page content.[10][4]

RSAs replace the function that Dynamic Search Ads (DSAs) and expanded text ads previously served in different ways. DSAs are themselves being migrated into AI Max for Search from September 2026, which has implications for how RSA assets interact with automated query expansion — covered in detail in the AI Max section below.[1][42]

The Learning Period

Google’s optimisation of RSA combinations is ongoing, not instantaneous. New RSAs need sufficient impression and click volume before the system can confidently identify high-performing combinations. Low-traffic ad groups may take longer to optimise, which is one reason having multiple assets from launch — rather than adding them incrementally — gives the system more to work with from the start.[9][11]

What RSAs Cannot Do

RSAs do not support dynamic keyword insertion in the same automatic way that older ad formats did via DKI syntax in fixed positions. You can include keyword insertion syntax in individual headlines, but those headlines then compete with your other assets in the normal assembly process. RSAs also cannot guarantee which combination appears on any given impression unless you use pinning, and even pinning, as discussed later, carries trade-offs.[4][10]

Headlines and Descriptions: Limits and How Google Assembles Them

The structural limits for RSAs are fixed and should be memorised by anyone managing search accounts. They have not changed in the most recent update cycle.[10]

These limits create an asymmetry worth noting: you can supply 15 headlines but only 3 appear per impression, and you can supply 4 descriptions but only 2 appear per impression. The practical implication is that every asset in your library competes for the available slots at each auction. Assets that are too similar to each other provide no marginal value — Google’s system is designed to avoid showing redundant combinations, so near-duplicate headlines effectively reduce your usable library size.[9][11]

How Google Selects Which Assets to Show

Google does not rotate assets randomly. The selection process is informed by predicted click-through rate and relevance for the specific query and context. Over time, Google will identify which combinations of headlines and descriptions generate the strongest performance signals and will serve those combinations more frequently.[4][9]

Asset-level performance data is available in the Google Ads interface and API under the asset report, including a learning status for each combination. The Google Ads API now reports conversion metrics at the asset level in AdGroupAdAssetView for RSAs, which enables more granular analysis of which individual headlines and descriptions are contributing to outcomes — not just which ad won the impression.[7]

Headline Order and Grammar

Because Google assembles headlines in different orders across impressions, your headlines must make grammatical and logical sense in any sequence. A headline that only works as a follow-on to a specific preceding headline will fail in combinations where it appears first. Write each headline to stand alone as a coherent, meaningful phrase. This is one of the most commonly overlooked practical requirements when migrating from expanded text ads, where headline order was fixed.[9][11]

The 30-Character Constraint

Thirty characters is genuinely tight. At that limit, common phrasing like “Free Shipping on Orders Over $50” runs to 31 characters and cannot be used verbatim. Experienced RSA writers develop a habit of drafting to 25–28 characters to allow for punctuation and to avoid truncation on smaller screen sizes. Do not rely on the interface character counter alone — always preview ads in Google’s ad preview tool across device types before publishing.[10][9]

Ad Strength: What It Measures and What It Does Not

Ad Strength is Google’s diagnostic indicator for the quality of your RSA asset library. It is displayed in the Google Ads interface as one of five ratings: Incomplete, Poor, Average, Good, and Excellent.[9][10]

What Ad Strength Actually Evaluates

The rating reflects three dimensions of your asset library:[9][4]

  • Quantity: How many headlines and descriptions you have supplied relative to the maximum available slots.
  • Diversity: How distinct and varied your assets are from one another. Near-duplicate headlines penalise this dimension.
  • Keyword relevance: Whether your headlines and descriptions reflect the themes and terms relevant to the ad group’s keywords.

Google also considers whether your display paths are populated and whether you have used the full character allowance productively, though these are secondary factors.[4][9]

What Ad Strength Does Not Do

This is the most important thing to understand about Ad Strength, and it is frequently misrepresented in third-party content: Ad Strength does not feed Ad Rank, does not affect Quality Score, and does not influence auction eligibility or CPC. It is purely a diagnostic tool.[9][10]

Google reports that advertisers who improve Ad Strength from Poor to Excellent see on average 15% more clicks and conversions.[9][5] This is a correlation from aggregate data Google itself reports, not a causal guarantee. The more plausible explanation is that RSAs with diverse, keyword-relevant assets simply match more queries and serve more compelling combinations — which drives clicks — rather than the Ad Strength rating itself causing the lift.

Good vs Excellent: The Practical Target

Treat Good as the operational target, not Excellent. An RSA that achieves Good Ad Strength with 10–12 genuinely distinct, strategically written headlines is more valuable than an RSA with 15 headlines padded with slight variations of the same message, even if the latter achieves Excellent. The system will quickly identify and deprioritise redundant assets; the rating will not compensate for weak creative strategy.[9][11]

There is also an interaction with pinning. Heavy pinning typically reduces Ad Strength because it constrains the diversity of combinations available. An RSA that achieves Good while respecting legitimate pinning constraints is performing correctly; chasing Excellent by removing necessary pins is the wrong trade-off.[4][8]

Using Ad Strength as a Workflow Tool

Ad Strength is most useful as a prompt during the writing and review process. Use it to identify RSAs where you have not yet populated all description slots, where headlines are too similar, or where keyword relevance is weak. Do not use it as the primary KPI for creative performance — use actual conversion data, CTR at the asset level, and ROAS/CPA against targets for that.[9][3]

Pinning: When to Use It and When to Avoid It

Pinning allows you to lock a specific headline or description to a specific position so it always appears there. You can pin to Headline position 1, 2 or 3, or to Description position 1 or 2. When a position is pinned, Google still assembles the rest of the ad from unpinned assets in the normal way, but the pinned slot is fixed.[6][12]

The Cost of Pinning

Every pin reduces the number of combinations the system can test. If you pin a single headline to position 1, that headline appears in every impression regardless of whether it is the best message for that particular query. This trades optimisation flexibility for message control. The more you pin, the more your RSA behaves like a fixed expanded text ad — which defeats much of the purpose of the format.[1][8][11]

Pinning typically lowers Ad Strength because it limits diversity and flexibility signals. This is expected and acceptable when pinning is justified; it is a problem only when pinning is applied unnecessarily.[4][8]

The Hybrid Pinning Strategy

The recommended approach, reinforced by June 2026 Google guidance, is a hybrid: pin essential messaging to position 1 and leave all other positions unpinned.[4][8][15] This preserves brand or compliance control over the most prominent headline slot while giving Google maximum flexibility to optimise across positions 2, 3 and the two description slots.

Pinning Multiple Assets to the Same Position

A critical detail that is often misunderstood: if you must pin a position, pin two to three unique assets to that position rather than a single asset. When multiple assets are pinned to the same slot, Google rotates among those pinned assets for that position, which restores some optimisation within the constraint. This means the position is still fixed in terms of what can appear there, but Google can learn which of your two or three pinned variants performs better in that slot.[6][12][15]

The June 2026 Google guidance explicitly advises against pinning identical or very similar text to the same slot. Pinning near-duplicate variants to a position gives Google nothing useful to test and compounds the Ad Strength penalty without any performance benefit.[4]

Pinned Assets and the Enhanced Asset Flexibility Update

Following the enhanced asset flexibility change (described further in the AI Max section), Google can now serve RSA headlines in space previously reserved for sitelinks. Google has confirmed that pinned headline positions continue to be respected under this new behaviour — pinned assets in positions 1, 2 and description position 1 still appear in those designated positions.[3] This means the case for pinning brand names to position 1 is, if anything, slightly stronger now that RSA headlines may appear in more prominent placements across the ad unit.

Writing RSAs That Perform

Strong RSA creative is not about filling slots — it is about building a library of assets that covers different user intents, message types and stages of the buying journey, so Google always has a relevant combination available regardless of the query context.[9][15]

Asset Categories to Cover

Aim to have at least one or two headlines in each of the following categories. With 15 slots available, you should be able to cover all of them:[9][15][17]

  • Brand or product name: What you are advertising, stated plainly.
  • Primary keyword coverage: Headlines that directly reflect the core search terms in the ad group.
  • Key benefit: The primary reason a user should choose you over alternatives.
  • Secondary benefits or features: Supporting value propositions.
  • Offers and pricing: Discounts, free trials, price anchors, or competitive pricing signals.
  • Social proof: Reviews, ratings, years in operation, number of customers.
  • Call to action: Get a Quote, Book Online, Shop Now, Download Free Guide.
  • Urgency or scarcity: Limited time, ends Sunday, while stocks last — only if genuinely true.
  • Differentiation: What makes you different from direct competitors.
  • Trust and credibility: Guarantees, certifications, awards, accreditations.

Description Slot Strategy

With only four description slots and a 90-character limit each, you have more room to make a coherent argument. Use descriptions to:[9][15]

  • Expand on the key benefit stated in the headline combination.
  • Include a specific call to action with urgency.
  • Address an objection or barrier to conversion (e.g., free returns, no lock-in contract).
  • Incorporate keyword-rich copy naturally — not forced — since keyword relevance contributes to Ad Strength and quality.

Write all four descriptions. Leaving any description slot empty is a missed optimisation opportunity and will negatively affect Ad Strength.[9][6]

Keyword Relevance Without Stuffing

Include the primary keyword or a close variant in at least two to three headlines and in at least one description. This is not about keyword stuffing — it is about ensuring that when a user searches your core term and sees your ad, the language of the ad reflects what they searched. Relevance signals matter both for Ad Strength scoring and for user experience.[4][9][15]

Theme Coherence

Each RSA should be focused on a single offer, product category or intent cluster. An RSA that tries to cover multiple unrelated offers will produce incoherent headline combinations as Google mixes and matches assets. If you advertise both a product and a service, build separate RSAs — or better, separate ad groups — for each.[9][11]

A Practical Writing Template

The following framework allocates your 15 headline slots across message types. Treat it as a starting point, not a rigid rule — your specific product, audience and competitive environment should shape the actual content:

What to Avoid

  • Punctuation at the end of headlines: Google may append other headlines or display text after yours; trailing full stops or commas create grammatical problems in assembled combinations.
  • Headlines that only make sense in sequence: Each headline must be independently coherent.
  • Vague or generic copy: “High Quality Products” and “Great Customer Service” add nothing distinctive and compete poorly for attention.
  • Repeating the same claim with slight wording changes: “Fast Shipping”, “Quick Delivery” and “Speedy Dispatch” in three separate slots dilute your library without adding genuine variation.[9][11]
  • Unverifiable superlatives: Claims like “Australia’s Best” require substantiation and risk policy issues.

RSAs and AI Max for Search

AI Max for Search is Google’s 2026 feature suite that sits on top of your existing RSA creative and search campaigns, adding automation layers across three dimensions: how queries trigger your ads, how ad text is customised for individual searches, and which landing page is served.[6][43]

RSAs are not replaced by AI Max. They remain the creative foundation. AI Max changes how those RSA assets are orchestrated and extended.[1][6]

Performance Claims and What They Mean

Google reports that campaigns using the full AI Max feature suite — all three components enabled — see on average 7% more conversions or conversion value at a similar CPA/ROAS, compared with using search term matching alone.[1] This is an average across Google’s advertiser base. Individual results will vary significantly based on account maturity, conversion tracking quality, site architecture and creative quality. Treat this figure as a hypothesis to test, not a guarantee.

The fact that the comparison baseline is “search term matching alone” rather than a non-AI Max campaign is also worth noting. This suggests much of the 7% lift comes from the combination of creative customisation and URL expansion layered on top of query expansion — not from any single component in isolation.

Enhanced Asset Flexibility: RSA Headlines in Sitelink Space

A significant recent change is that Google’s AI Max system can now serve up to two RSA headlines in space that was previously reserved for sitelinks.[3][10][56] This means your RSA assets may appear more prominently across the full ad unit than was previously possible. The practical implications are:

  • Message quality matters more: If your RSA headlines can now appear in a sitelink-equivalent position, weak or generic headlines are more visible and more damaging.
  • Brand governance becomes more important: Headlines you may have written as secondary options can surface prominently. Review your full asset library with this in mind.
  • Pinned assets are still respected: Pinned headlines in their designated positions continue to serve there under this new behaviour.[3]

The September 2026 Automatic Upgrade

From September 2026, campaigns using automatically created assets (ACA) and campaign-level broad match will be automatically upgraded to operate within the AI Max suite.[1][42] If you are currently running these features without having deliberately evaluated AI Max, you should audit your campaigns before this migration occurs. Specifically:

  • Review brand settings and exclusions at the campaign and account level.
  • Check which URLs you want to exclude from final URL expansion.
  • Ensure your conversion tracking is accurate, since AI Max bidding and creative selection rely on conversion signals.
  • Audit the text customisation outputs (previously ACA) that are currently live to understand what generative creative has already been serving.

How to Decide Which AI Max Components to Enable

The safest approach is to treat reach automation and creative automation as separate decisions:[6]

  • Enable search term matching if you have sufficient conversion volume, strong negative keyword lists and are comfortable with some loss of tight keyword control in exchange for incremental reach.
  • Enable text customisation only if your RSA assets and landing pages already clearly communicate your value proposition. If your landing pages are thin or your RSA copy is generic, text customisation will amplify the problem, not fix it.
  • Enable final URL expansion only if your site architecture is coherent, your landing pages are thematically well-organised, and you have excluded any URLs you do not want Google selecting autonomously (for example, login pages, checkout pages, or thin content pages).

The most defensible approach for brand-safe advertisers is to test AI Max in a controlled environment — a subset of campaigns where conversion tracking is mature and messaging hierarchy is well-established — before rolling it out broadly. Compare performance against a tighter-control group before scaling.[1][6]

Account Structure: How Many RSAs and How to Organise Them

RSAs Per Ad Group

The recommended minimum is two RSAs per ad group, each with Good or Excellent Ad Strength and each with a unique final URL.[7][10] Running a single RSA per ad group gives Google no creative variation to learn from at the ad level. Third-party documentation notes ad groups can support up to three enabled RSAs[5], and some practitioners recommend using all three slots to maximise the creative surface area available for testing — though this is more useful in high-traffic ad groups than in low-volume ones where learning is slow regardless.

Each RSA should serve a distinct purpose or angle. Two RSAs with identical messaging and the same landing page teach the system nothing. Use the second and third RSA to test genuinely different value propositions, different offers or different landing page experiences.[7][10]

Ad Group Thematic Integrity

RSA performance is closely tied to how well your ad group is structured thematically. If an ad group contains keywords spanning multiple unrelated intents, no single RSA can address all of them well. Tighter, more thematically coherent ad groups allow RSAs to be more specifically written, which improves both relevance and Ad Strength.[9][11][18]

Final URLs: Why Each RSA Needs a Unique One

Running two RSAs to the same landing page means the primary variable being tested is the ad copy alone. This is a legitimate test, but using a unique final URL for each RSA adds a second dimension — landing page relevance — to the test. This is particularly valuable when you have multiple landing pages targeting the same product or service from different angles (for example, a feature-led page and a testimonial-led page).[7][10]

Interaction with AI Max Final URL Expansion

If you enable final URL expansion under AI Max, Google may override the final URL you specify in the RSA and send traffic to a page it predicts will perform better. This means the unique final URL strategy described above can be partially superseded by automation. Monitor destination URL data in search term and landing page reports to understand where traffic is actually going after enabling this feature.[6]

Common Mistakes to Avoid

  • Treating Ad Strength as a KPI. Excellent Ad Strength with weak, generic copy does not produce strong conversion performance. Asset strength in terms of message quality is what matters; the rating is a proxy, not the goal.[9][10]
  • Over-pinning to replicate expanded text ads. If every headline position is pinned to a single asset, you have rebuilt an expanded text ad inside an RSA shell, losing all the format’s advantages and likely achieving Poor Ad Strength as well.[1][8][11]
  • Padding headlines with near-duplicates. Three headlines that say the same thing in slightly different words (“Same Day Delivery”, “Fast Same-Day Delivery”, “Get It Today”) consume three slots while providing essentially one message. Google’s diversity scoring penalises this, and users see through it.[9][11]
  • Ignoring asset-level performance data. RSA asset reports show which headlines and descriptions are performing and which are underserved or low-performing. Not reviewing this data regularly means you are flying blind on which parts of your creative library are carrying the load.[7][9]
  • Launching AI Max without preparation. Enabling AI Max — especially text customisation and final URL expansion — on accounts with thin landing page content, weak conversion tracking or no brand exclusions set up is a fast path to wasted spend and diluted messaging.[1][6]
  • Running only one RSA per ad group. A single RSA gives Google no creative variation to test at the ad level. This is particularly damaging in higher-volume campaigns where the system has enough data to learn quickly if given the right inputs.[7][10]
  • Writing headlines that only make sense in context of each other. “Award-Winning” as a headline means nothing without context. “Award-Winning Tax Accountants” is a complete thought that works in any position.[9][15]
  • Neglecting descriptions. Many advertisers focus almost entirely on headlines and treat descriptions as an afterthought. With 90 characters per description and two descriptions showing per impression, descriptions are a substantial portion of the visible ad and deserve equivalent creative attention.[9][6]
  • Pinning identical or very similar text to the same slot. June 2026 Google guidance specifically flags this as a problem. Pinning two headlines that say essentially the same thing to position 1 gives Google nothing to test and imposes unnecessary restrictions.[4]

The AI Max automatic upgrade in September 2026 is the most consequential near-term change for most advertisers running search campaigns. The practical checklist before that migration executes:

  • Audit all campaigns currently using automatically created assets and identify which, if any, are producing copy you would not approve manually.
  • Set brand exclusions and keyword exclusions at the campaign level before the upgrade so they carry into AI Max.
  • Identify URLs on your site that should be excluded from final URL expansion (checkout pages, login portals, low-quality content pages) and add them to your exclusion lists.
  • Verify that conversion tracking is accurate and covers all meaningful conversion actions, since AI Max bidding and creative decisions rely heavily on these signals.
