3. Why Link GA4 and Google Ads
Linking GA4 and Google Ads unlocks three distinct capabilities that are unavailable when the accounts operate in isolation: richer conversion signals, cross-channel audience sharing, and joined attribution reporting. Without the link, Google Ads can only see conversions recorded by its own native tags. With the link, Google Ads gains access to GA4 key events — including engagement actions, micro-conversions, and funnel steps that may not be individually tagged in the Ads interface. This is particularly valuable for businesses with long consideration cycles, complex funnels, or offline-to-online journeys where a single purchase event understates the behavioural signals available.[2][4]
The link also enables GA4-built audiences — constructed from session-level behavioural data across all channels — to be pushed to Google Ads for remarketing and bid adjustments. Building these audiences in GA4 rather than in Google Ads directly gives access to cross-channel session context (e.g., organic search visits, direct sessions, email clicks) that Google Ads cannot see on its own.[4][15]

4. Linking and Account Setup
The GA4-to-Google Ads link is created from inside GA4 under Admin → Product Links → Google Ads Links. The user completing the link must hold admin access to both the GA4 property and the Google Ads account. The linking flow requires a deliberate choice about personalised advertising. If this toggle is enabled during setup, GA4 audiences become available in Google Ads for remarketing lists. If it is disabled, audience sharing does not occur even though the link is otherwise active. Auto-tagging in Google Ads must remain enabled so that Google Click Identifiers (GCLIDs) are appended to inbound URLs. GA4 uses the GCLID to attribute sessions to specific Google Ads clicks at the campaign, ad group, and keyword level. 5. Google Signals and Auto-Tagging
Google Signals in GA4 enables cross-device reporting for signed-in Google users and supports some audience capabilities. When enabled, GA4 can associate sessions from different devices belonging to the same signed-in user, improving the accuracy of user-count metrics and enabling certain cross-device audience definitions.[7]
As of the June 2026 data-control changes, Google Signals no longer governs Google Ads cookie and identifier collection the way it previously did. The June 2026 update separated GA4 and Google Ads consent controls: Google Signals now governs GA4 reporting, while ad_storage now governs Google Ads data collection independently. Auto-tagging remains mandatory for click-level attribution. When auto-tagging is on, Google Ads appends a GCLID parameter to every ad click URL. GA4 reads the GCLID and maps the session to the originating campaign, ad group, keyword, match type, and device. This is materially more granular than UTM-only tagging, which attributes only to the source/medium level and cannot carry ad-group or keyword detail reliably.[1][2]
One common conflict arises when a website’s CMS strips query parameters on redirect. In these cases, the GCLID is lost before GA4 can read it, resulting in Google Ads traffic appearing as direct or organic in GA4. 6. Importing GA4 Key Events as Conversions
In GA4, a key event is the analytics-side definition of an important user action. When that key event is imported into Google Ads, it becomes a conversion action — the optimisation-side object that Smart Bidding strategies use to allocate budget and adjust bids.[9][12] The distinction matters: not every GA4 key event should become a Google Ads primary conversion, and conflating the two roles is one of the most common measurement errors in 2026 accounts.
The import workflow requires the GA4-to-Google Ads link to be active first. Once linked, navigate to Google Ads → Tools → Conversions → + New conversion action → Import → Google Analytics 4 properties and select the key events to import. After import, each action must be deliberately set to either primary (influences bidding) or secondary (observation only) status in the Google Ads conversion settings.[4][14]

- Setup: An Adelaide B2B software account spending $11,500 per month has four GA4 key events imported into Google Ads: form_submit (demo request), pricing_page_view, scroll_depth_75, and session_duration_180s. All four are currently set to primary status. The CRM shows that demo requests have a 31% lead-to-sale conversion rate and an average deal value of $8,200 AUD.[10]
- Numbers: At a 31% close rate and $8,200 deal value, a single demo request is worth $8,200 × 0.31 = $2,542 in expected revenue. 7. GA4 Audiences in Google Ads
GA4 audiences are segments of users defined by combinations of event behaviour, session properties, demographic data, and predicted behaviour. Once a GA4 property is linked to Google Ads with personalised advertising enabled, these audiences automatically become available as targeting or observation lists in Google Ads campaigns.[4][15]
The strategic advantage of GA4-built audiences over Google Ads-native audiences is the breadth of behavioural data available in GA4. GA4 sees all sessions regardless of channel origin — organic search, direct, email, paid social — which allows audience definitions that incorporate the full user journey rather than only Google Ads-attributed sessions. A user who visited the pricing page via an organic search visit and then returned via a paid click is captured completely in GA4; Google Ads alone can only see the paid click portion.[8][15]
Audience eligibility for Google Ads remarketing requires a minimum membership size. Google’s published threshold for Search and Shopping remarketing lists is 1,000 active users; for Display the threshold is 100 active users. Audiences below these thresholds are created and populated but cannot be used for targeting until the threshold is met. For smaller accounts, combining related intent signals into a single broader audience is more practical than maintaining many narrow segments below threshold.[2]
Predictive audiences — such as Likely 7-day purchasers or Likely 7-day churning users — are available in GA4 when the property meets the volume requirements for predictive modelling (generally 1,000 return purchases and 1,000 non-return purchases within a 28-day window, per Google’s published prerequisites). These audiences can be particularly valuable for bid adjustments in Performance Max campaigns where manual audience signals supplement Smart Bidding.[8]

8. Attribution and Data-Driven Attribution
As of August 2026, GA4 offers three attribution models in its reporting: data-driven attribution (DDA), paid and organic last click, and Google paid channels last click. The rule-based models that existed in Universal Analytics — linear, time decay, position-based, and first click — have been removed. DDA is the recommended default for most advertisers because it distributes conversion credit across touchpoints proportionally to their observed contribution, rather than applying an arbitrary fixed rule.[1]

It is a measurement requirement, not merely a compliance formality: without correct implementation, conversion data is incomplete, modelling is degraded, and audience lists are underpopulated. Enhanced Conversions operates alongside Consent Mode v2 but addresses a different signal-loss mechanism. Where Consent Mode addresses the gap created by users who decline cookies, Enhanced Conversions addresses the gap created by browser restrictions (Intelligent Tracking Prevention, Firefox Enhanced Tracking Protection) and long click-to-conversion delays that cause GCLIDs to expire.
